California needs to think of their farmers FIRST! They are the ones that grows the food that feeds all those millions of people. Legal and Illegal. To hell with the fish, to hell with the lawns. Those cities that have no water have wonderful green lawns and flowers. Let them go. Do as they do in Havasu City, Az which sits on a reservoir of water that goes ONLY to L.A. They can look but they can't touch. They enjoy wonderful low maintenance yards of rocks or faux grass. Another thing that California can do is use ocean water. Install desalination plants along the coast, stop stealing the water from everyone else. You aren't all that special.
