Every year, the North Bay Area (Marin and Sonoma counties) is SOAKED in rainfall. Year after year, the TV shows the same creeks and rivers flooding the same cities and towns again and again and again.
I cannot understand why the North Bay is not covered in reservoirs.

There is no reason in the world why CA should EVER have a water shortage problem. For some reason, we refuse to put the reservoirs where the rain falls.
