First, your information is horrible. There was NO swat team. It was Virginia ABC Agents, and they were in plain clothes, not uniforms. They did botch the job, but this picture is neither from the incident or from any law enforcement agency in the Charlottesville area.

SWAT teams exist to intervene in life and death emergencies to try to effect a positive outcome without losses of life.
