					<description><![CDATA[This matter doesn&#039;t have anything to do with the 11th Amendment, Rex.  It applies only to the disbursement of federal transportation funds.  If the state doesn&#039;t want the funds, it is free to make any changes it may desire to the pension benefits of the transportation employees.  If it wants the funding, it must comply with the strings attached by relevant federal law.
