					<description><![CDATA[Creating massive policy shifts on theory will always lead to failure.  The sun and oceanic oscillations are the main drivers of climate change, not CO2.

Notice the phrase &quot;may...produce changes in weather...&quot;;  Nobody is really sure it is going on.  It is a theory.  Its based on computer models which are imperfect at best.

There are cheaper ways to move forward such as replanting the trees cut down in the Sierras by the miner 49ers.  

Driving the cost of energy up creates more human misery.  I can afford to pay.  I can afford to offest the costs in with personal planning but most in the state cannot.  They are forced to pay ever higher prices for products and services.]]></description>
