Even though the military will continue to operate, it won’t have funding to pay its contractors and military personnel will not receive their pay until a new budget is in place.

That means military contractors are SOL, as is anyone who regularly receives payments from a service member. Even though the DOD says military people will eventually receive their pay, retroactively to the date of the budget shutdown, there are a lot of people who rely on those military pay days each month to make their own profits.
