Who is to say that some of the money should or should not be dedicated to an education program that emphasizes the public health costs of a pack of cigarettes?

Who is to say or not say that some of the tax revenue should or should not be dedicated to a “snitch” program. Snitches would learn how to spot legal tax stamps and how to challenge cigarettes that do not have a valid stamp. Possibly even starting on courthouse steps. Where members of the bar take a smoke break. The snitch would have a contact that does the actual enforcement. Actual enforcement would confiscate smokes without the stamp and without a sales receipt from a casino. Second offense? Pay the taxes on the smokes confiscated? Third offense? Tour of a cancer ward or First Five program. Fourth offense? If enforcement doesn’t get the message across, run an ad in the local paper and on local internet of the scofflaws’ names not paying tobacco taxes.
