There is no law against this. Even the totalitarian FPPC doesn’t think so. This is a long-term issue with journalists, because they see this happening and they aren’t invited. Same is true for other junkets that are reported disapprovingly in mainstream media outlets. Same reason for the stories — reporters don’t get invited to these events and it rankles.
