crosspatch has a good point: 100 years ago those of Northern European stock would not have considered the Italians and their opera and art and the Russians with their ballet to be part of the same race as themselves.

I am not sure I understand why "people of color" are prevented from joining or enjoying "the Opera, the Ballet, a Symphony and a large museum". The stereotyping here is strong. So supposedly those are "white" things? Why is that? Is there some sign on the Symphony that says "whites only"?

Lets not claim racism where we have voluntary cultural choices involved. But maybe the city should spend more in the schools on awareness of opera and ballet and classical music in the schools and possibly invite those children to special performances in order to spark interest in those art forms. But the notion that those are somehow "white" things smacks of racism itself. Millions have been spent by a lot of people to bring those art forms to people across the world including Africa and central America.
