How is one joker allowed to wave a wand and change major provisions in a law without congressional approval first?

He’s been changing ObamaCare law like he changes his underwear in the morning. Where’s the legislative branch? The judicial branch? Are there any checks and balances left in this mickey mouse operation or has the King been deemed infallible?
