					<description><![CDATA[When the Malibu barbies have their air conditioners turned off in July, then they may approve fracking.  
And as a former Forest Service firefighter ( Oak Glen station on the San Berdoo)I was lucky it wasn&#039;t a &#039;dry&#039; year.  We&#039;d had moisture during the previous winter, spring and some summer thunder showers.  But still, we had a small Santa Ana wind pattern and the fire I went to during the winds scared the sh#t out of me.  We drove into the fire at 4 in the morning and there was a wall of flames on both sides of the road.  While &#039;burning out&#039; green gaps within our fire lines, I started fires of hundreds of acres that turned into tornado&#039;s of fire, blowing up big oak trees (the fires I set were where the fire boss wanted them. They didn&#039;t get away from us and stayed inside our lines).  My hair caught on fire twice from burning embers. The boss had told me to cut my hair but I didn&#039;t listen. I did after that fire.  I pray for the firefighters this summer.  And hope for rain.

Part of the problem is the way the state and federal government report water storage. They report it based on capacity or 15-year average but not based on consumption.  For example, instead of saying your reservoir has a capacity of, say, 250,000 acre feet of water (that is 250,000 football fields of water one foot high stacked on top of each other), if instead we said there is only six months of water storage, then we would realize that supplies were thin and new reservoirs would be needed. 

The earthquake issue is another question. Dam failures can cause catastrophic loss of life and property. It&#039;s funny that from 2009 to about 2011, the Federal government was &quot;shoveling&quot; Stimulus Funds at local governments for &quot;shovel ready&quot; projects which ended up to be most helping municipalities with road re-surfacing projects (which were budgeted anyway). Instead, projects such as improving dams for earthquake safety and the like didn&#039;t get much attention. 

Santa Clara County might float up a concept to pay for the design of whatever it would take to earthquake retrofit the reservoir if the state would construct it, possibly using infrastructure bonds for financing.]]></description>

In exploring the water authority website I found that they were purposely not filling it to reduce damage if the dam broke due to an earthquake.  More looking showed that the plans to address the potential earthquake danger, or even identify if such a danger even existed, were going to take years to accomplish.  There seemed to be no sense of urgency.

I wonder if this problem is common.]]></description>
