					<description><![CDATA[The DCA ruling is a wild card, like the 9th Circuit rulings, as the outcome is mostly/highly dependent upon the ideology of the three judge panel hearing the case. That ideology can run 180 degrees, and as such is completely unpredictable. I DO think the DCA, and the Supremes ultimate review, will shut the Slow Speed BB Gun choo-choo down once and for all as the plan is so over the top financially, with the ROI so badly out of whack on a cost to benefit ratio.

It would be complete suicide to move forward with it. I still do not understand Clowns continued support of it under the circumstances, especially when 59% of the electorate are now against it. As I have said earlier, Clown is a numbers guy, and he will flip flop in a heartbeat when the numbers do not support his position-ie Prop 13 in 1978.]]></description>
