Of course a state constitutional amend goes nothing since we have the 14th A to the USSC and the fed K clause and DC plans just put less payers in the pool as the chicken moves through the snake.

But change is happening--cops and firemen are getting laid off in places like San Jose and Costa Mesa because of pension costs.  Schools are crumbling and budget cuts have resulted in classes being cut and librarians and custodians and counselors getting whacked.  Tuition at UCLA is $4500 a quarter. UC is now a 50% private school.  Nothing makes me happier than budget cuts to public institutions--they deserve it.
