Fascinating to observe in real time the metastasis of the state throughout the organs of society.

The proliferation of &#039;czars&#039; is one major symptom of the late stage of the disease. &#039;Czars&#039; began, in classic problem-reaction-solution fashion, as an unaccountable/non-democratic  fix to a perceived serious problem. Czars and the bureaucracy they embed in are codependent, and the first order of business is always finding more money so they can pay themselves more.

California, with its proliferation of alphabet soup environmental agencies, paradoxically has a natural environment that is pretty thoroughly trashed. Yet the governmental layers continue to rain down like leaves in the forest, forming a thick soft duff that seems to nourish the growth of even more government. Once at work we were looking at an overlay of San Diego county for the fairy shrimp critical habitat, and someone remarked that if we had an overlay for every state and federal agency program it would be a couple of thousand pages thick and reach to the ceiling.]]></description>
