					<description><![CDATA[It appears a lot of thinking since the thirties has been given to this predicticament that we, Californians, find ourselves in. So why the procrastination? Is the state government that is flooded by special interests groups seeking to profit from this catastrophe ? Why has the governor done so little after the third year of our draught ? I hope greed wasnt a factor in the decision making process to our present crisis but if it was a lap in judgement that would be just as bad. City officials should&#039;ve been asking all residents to stop watering their grass and nonessential plants two years ago. I have watered my yard less than 10 times this year just enough to keep some life in my shrubs, fixed leaks, installed low flush toilets. But it takes all of us not just a few. I&#039;m not panicked but just upset our leaders seem to drop the ball on the necessities and infrastructure of life and get lost in the wants and greed of pointless endeavors.]]></description>
