Yep.... but never underestimate the stupidity and ignorance of the average low information Californian.
They will happily  take a 20-30 dollar credit back on the utility bill and never even notice their kilowatt hour price is approaching 40 cents. The D-Rat, greenie deconstructionists who hatched this evil AB32 plan on counting on their stupidity to mollify public anger that the coming huge utility increases might normally produce. 
Just wait until  &#039;cap&#038; tax&#039; hits oil producers later this year and gas goes up another 15-20 cents a gallon.
No doubt the dummies will be steered by the lackey press into believing its the fault of the greedy oil companies again. Remember these are the same fools who complain when &#039;Big Oil&#039; makes a scant 4 cents a gallon profit on gas but say nothing when &#039;Big Government&#039; skims a buck off the same gallon.]]></description>
