					<description><![CDATA[Five major counties with 6 million residents ring San Francisco Bay.  Most homes and jobs lie in a narrow belt between the water and the surrounding hills.  Longitudinal rail transit along that belt can carry more people faster than other modes.  BART needs but one train operator for a train with up to about 500 seated passengers, operates on its own grade separated track, and emits no exhaust gases. 

Annexing San Mateo and Santa Clara Counties to BART and converting Caltrain to BART would greatly enhance the cost-effectiveness of rail transit in this ring of development.  When the San Mateo County supervisors withdrew their county from BART half a century ago, they set back the cause of rail transit many years. Extending BART first to Millbrae, now to Berryessa, and planned to Santa Clara Caltrain is costing much and will still result in patchwork, less effective regional transit.]]></description>
