As for the CA budget (not the local budgets), the improvement is due almost entirely to a rising stock market and the CA capital gains being taxed as ordinary income.  As has happened in the past, come the next market correction, this windfall pretty much dries up, with the usual &quot;unexpected&quot; consequences.]]></description>
