The fact is the Dems were already fractured into splinter groups who were fighting over allocation of the general fund, so they were essentially in the same boat with the 2/3 majority as they were with a non 2/3 majority with the republicans.

The 2/3 threshold did not really help them, it is not going to help them in the future, and losing it will not hurt them.
