Why is cap and trade money even legal to use for the train?

Will Feinstein's Hubby and their Family interests in the train construction directly benefit from a CO2 / cap n trade bailout of any kind?

If the cap n trade money does indeed get spent on the train, this means monies otherwise intended to lower ratepayer energy bills would instead cause everyones residential and small business utility bills to continue to rise at a faster than expected rate.

It then constitutes a direct transfer of small business ratepayer and residential wealth to HSR and Feinstein Family interests.

Don't those people get paid enough already?

Or are they just using any old excuse, green or otherwise, to line their pockets at every opportunity?

Conflict of interest anyone?

HSR, when it comes to the Bay Area, must initially stop at San Jose, with seamless transfers there to Caltrain, Capitol Corridor, VTA, and BART. HSR needs grade-separated, fenced, secure track. Caltrain from San Francisco to San Jose has dozens of grade crossings and commute train stations. California 2008 Prop 1A bonds were for "The Safe, Reliable High-Speed Passenger Train...", but Caltrain tracks HSR would be NEITHER SAFE NOR RELIABLE".---

Safe and Reliable HSR to the Bay Area must initially end at San Jose, with seamless transfers there to Caltrain, Capitol Corridor, VTA, and BART. No more HSR funds should be squandered on Caltrain/HSR "Blended Rail".---

Later follow the Amtrak/UP route from San Jose to Oakland - with a transfer station there at the BART overhead - and on to Sacramento. From that new transfer station, trains every four minutes or oftener to trans-Bay would reach Embarcadero in downtown San Francisco in six minutes.---

Much better, safe, more reliable, and less costly - this tie between the Bay Area, southern and central California, and the State Capital by rail.
