					<description><![CDATA[Farming ventures in the Westlands exhibit the same greed and lust for power which their well paid politicians lust.  The Tulare Basin in the early 1900s was the largest lake west of the Mississippi with huge Rainbow trout there for the catching. The disappearance of the lake, the river and continual ground subsidence is not enough evidence for Dickinson to agree that something other than farmer input is needed. The farmers have proven they are not responsible in any way regarding water and their waste products. Local government has been given ample opportunity as have the farming community to step in an do the right thing. It is now incumbent on government to step in and do the right thing in the areas of the state that are significantly and negatively impacted by agriculturally caused groundwater depletion.]]></description>

					<description><![CDATA[Water Managers, and those in the &quot;know&quot; have recognized for years that the politicians in Sacramento wanted to get their hands on ground water.  The camels nose in the tent was the &quot;management of ground water&quot; in 1992.  They have been waiting all this time for a good crisis to totally regulate, tax, and redistribute water as they see fit. My concern is for those water agencies in northern California who have sold &quot;insurance&quot; surface water to southern California, knowing that they had reserve ground water to draw from. That may now be a thing of the past.
