As with freeways, HSR needs a secure right of way:  grade-separated and fenced against intrusion.  HSR trains run several times faster than freeway traffic, making such protection even more critical than with freeways.----

Yet CHSRA plans &quot;Blended Rail&quot;, adding HSR trains onto Caltrain tracks between San Jose and San Francisco,  tracks with many grade crossings, suburban stations, and public access points.  Let&#039;s squander no more HSR bond funds on Blended Rail. It would be NEITHER SAFE NOR RELIABLE.-----

End the initial phase of HSR to the Bay Area at San Jose, with nearly seamless transfers there to Caltrain, Capitol Corridor, Amtrak, San Joaquin, VTA rail, and BART.-----

Later upgrade the UP/Amtrak route via Santa Clara, Mulford, and Oakland to Sacramento.  Add a transfer station at the BART overhead in Oakland, with a six-minute run every four minutes or oftener to San Francisco&#039;s Embarcadero station.  Far better, safer, more reliable, and less costly  than the planned HSR terminal at the transbay bus facility so inconvenient to the BART/Muni Market Street stations.]]></description>
