In reply to Tesla_x. An entire new Division within the CA Dept. of Water Resources was set up in the 1990's just to address this topic. What a waste of money and resources and, they never, ever downsize; empire building on the tax payers dime.

Yet another “agency or department” that will charge fees in order to keep themselves “in business” and grow and grow and grow incurring ever more need for increased “fees”. This is just one more boondoggle for more control and more taking of everyone’s hard earned, and hard kept, money.

Once again, government along with numerous mind-numbed elected types now attempt to solve a decade’s old known problem where they have been silent all that time. Furthermore, they have no clue on how to utilize empirical knowledge to gain the most competent resultants. In actual fact, they have only one goal, the rush to solve this or any other problem that over time has proven to achieve – NO SOLUTION!

Furthermore, they will have placated the ‘bias moment only media system’, while shifting the responsibility down the road once again. Another known resultant will be a bill that is 100% poorly written and most likely, no one will understand it! However, another absolute guarantee is it will be a bill with tons of the traditional pork / innocuous fees / taxes / assessments, and the traditional California business killing draconian regulations. Once again, that will also not resolve a single issue expect to create more staff who will be paid to do nothing.

WE KNOW THE TRUTH – THE MAJORITY PARTY HAS NEVER PRODUCED A COMPETENT SOLUTION TO ANY OF THE STATES PRESSING ISSUES FOR DECADES…
