					<description><![CDATA[Shifting our energy needs outside the California borders to States and Countries with less stringent environmental controls will increase the World’s Greenhouse Gases (GHG)and most likely increase our costs for the energy that drives our economy. California’s businesses, and its 38.3 million residents, contribute a minuscule 1% percent to the World’s Green House Gases, or GHG’s. The rest of the World and the USA contributes the other 99 percent. The world economies see that energy will improve their standard of living, but are not as rich as the United States and their focus is on their economies, not the environment. Energy has improved the standard of living in the U.S. and is the basis of our economy, thus the rest of the world is striving to “be like us.” Solving a World GHG problem is not the responsibility of the few that live in California. Maybe China and India, with a combined 2.4 billion contributors, may be, but not California’s 38.3 million. California’s Global Warming Solutions Act, AB32, was passed in 2006 without a financial impact projection on its projected costs to the California economy. Now, 8 years later, there has been a minimal change to the 1% contribution, but AB32 has generated millions of dollars of income to the government at the expense of the financially challenged.]]></description>
