					<description><![CDATA[Rumor has it that the Legislators were blocked from presenting bills that would have delayed this action until further study because of the impact this will have on the gasoline prices at the pump.  They never even got those bills into committee, let alone out of committee.  The governor wants his 25% of revenues from the cap-and-trade auctions for his high-speed rail program.  Increasing the revenues means more money for his program.  In 8 auctions the revenue totals have been right under $900 million in TWO years.  His beloved program needs $4 billion per year so the revenue would have to increase to $16 billion to get his 4.  Impossible.  And two lawsuits are moving along in court questioning if cap-and-trade is a tax and if the high-speed rail project is worthy to receive the money under AB-32.  It is estimated to be a polluter for decades, only very dirty politics allows this.]]></description>

AB32 was implemented in 2006 when CA contributed a minuscule 1% to the worlds GHG’s.
