If Prop 1 devoted 5 billion to desalination for Ag use that new water could be used to help refill the aquifer&#039;s freeing surface water for other uses. In the real world today building two Dams will most likely cost twice as much as budgeted, take twice as long to build and provide little water at a great cost in $ and the environment. Prop 1 is all smoke and mirrors...]]></description>
