					<description><![CDATA[I applaud Chang too. But there&#039;s something missing from this story that I don&#039;t understand. If someone is cheated out of money by his or her employer it&#039;s just a matter of filing a claim with the State Labor Board and demanding your just due. And if the employer failed in his obligation to lawfully compensate the claimant, not only are the wages paid back - but he is also hit with a significant monetary penalty based on the time line. So I&#039;m confused why Chang is getting involved. Are we talking illegal immigrants who are unauthorized to work in the United States getting stiffed? Well, when a person commits a labor crime (employer or employee) there should be a price to pay - just like there is with any other crime. If someone buys dope then turns around and sells it at a profit - and is exposed as a result - he loses whatever money he spent to buy the dope and any profit generated. The money is seized. Money paid or collected via illegal labor should be treated the very same in a fair and just world. Especially in a nation that purports to promote &quot;equality under the law&quot;. The employer should get severely fined for hiring illegal labor and the illegal laborer should have to forfeit any money that he or she received as poisoned fruits of the labor crime. Otherwise, let&#039;s just throw all labor laws out the window and all of us can ignore &#039;rule of law&#039;. Let people practice medicine, law, engineering or let a CPA practice accounting without being certified. So reading between the lines here, this is what I suspect most of this new pilot program is all about. Rewarding unauthorized workers. Your counterarguments are welcomed!]]></description>
