The UC RAGWUS defies any sort of management model. As top heavy as most RAGWUS bureaucracies fancy themselves the education morass takes the top honor for stupidity. But lets also point out the police and fire RAGWUS bureaucracies spend much more as a percentage of local budgets and the locals receive only high pensions and pay in return. Fire departments as now structured need to be all volunteer and police departments need to be under the constant view of the NSA. 🙂
