The answer is most-

There has been a State wide plan to end State funding of Public Education Facilities because the Legislators and governor know that people always step up and are willing to tax themselves more for K-12. The CA constitution requires that Public education (especially K-12) be funded first before any other spending priority. So thank God people are starting to see that the State does not have the right to unilaterally shift the peoples spending priority from Public Education to High Speed Rail. Look at the 2016 5- year infrastructure spending plan which does not allocate a single dime to K-12 Infrastructure- well that is because Jerry Brown wants every school district - K-12 - Community College and County offices of education to pay for facilities with new bond measures so that he can keep $51 billion in &quot;transportation spending&quot; for high speed rail. Just like OBAMA just learned  this is not a dictatorship the Governor and our legislature have to honor the constitution they cannot rewrite state spending priorities without a vote of the people.Just FYI- the Capistrano Unified School District in OC is trying to put a $1.1 billion dollar bond on the November ballot.If you listen to Board audio for the last board meeting you will see how ridicules it is to give 7 school board members the right to tax the people with a Billion dollar Bond... scary- but every school district will try and pass a bond because the State&#039;s new education funding formula provides per pupil funding at 2007-08 levels not to be reached until 2021... that is flat funding for 14 years while employees get raises every year- I can promise you that there are no facilities in CA schools that have been adequately maintained  If you want to read my supporting documentation:
