When it comes to infrastructure in California, especially roads, I can speak from experience in that &#039;stakeholders&#039; will ALWAYS budget in their own compensation before asphalt, graders, equipment, signage, etc. As the budget gets squeezed up by PLA&#039;s, administrative overhead, engineering studies and government compliance for an alphabet soup of agencies demanding their mordita, including NEPA and CEQA requirements, there is correspondingly less for the actual stuff of roadbuilding (culverts, gravel, fill, compacters).
