Presentations take place in Plumas and Colusa counties on January 20th.]]></description>

The 9th Circuit covers a large swath of the U.S., and its jurisdiction includes the states where such discussions about water rights and endangered species are most current.  Unless and until there is some conflicting opinion by another circuit, the Supreme Court and the law will consider this matter closed with clarity.]]></description>
