The power needed for paper is must more costly than for plastic. Plus, why should someone have to worry about all the diseases associated with the reusable bags if you forget to wash them every time you get home from the store. This has been proven in many cities where people get cross-contamination bugs from using the same bags over and over.
The cost to produce those is probably more than for plastic as well. Use thicker plastic and those shouldn’t clog the oceans, etc. Huntington Beach is going to vote on doing away with the plastic bag ban they put in place a year ago, because they said it has had no effect on the bags showing up in places they don’t want them.
