					<description><![CDATA[We often have short memories.  What event galvanized and birthed the environmental movement in California and then the whole U.S.?  It was the 1969 proposal by the Metropolitan Water District of Southern California to build a man made island off of Huntington Beach for a combined nuclear power plant and water desalting plant.  See: Legislative History: Saline Water Conversion Act, Vol. 4, Page 124, found online.  So widespread desalination would likely meet political resistance.  

As for expanding water conservation efforts to hotels and restaurants, those efforts are purely symbolic, as are the effort for Turf Removal, Rain Barrels, and Stormwater Capture.   But such efforts are for visual and perceptual gains, and bureaucratic expansion, not significant water conservation.]]></description>
