The California Constitution mandates that the State pay for two things:
A &quot;Free&quot; and &quot;Adequate&quot; K-12 public education system, and 
A State Militia

No tax money should be spent for anything else until EVERY child receives adequate funding for a basic K- 12 public education.

Our Legislators are so out of touch with reality. There is no real &quot;budget surplus&quot;. The State of California has essentially been stealing from the K-12 Public Education system in order to use revenues that were promised to &quot;the kids&quot; to start new entitlement programs a bullet train and other worthless (to legal citizens) Drivers licenses for illegal immigrants. The State&#039;s new education formula is intentionally designed to underfund wealthy suburban school districts so that money needed to provide a basic education is skimmed off and kept at the State. The State steels $200 million per year from the Capistrano Unified School District alone. As a tax payer- why should I allow my child to attend school in buildings that are falling down, in class sizes of 40 kids per teacher where there is no art, music or science unless parents want to fundraise for that. Students are charged all kids of illegal fees and the fundraising takes up so much time that it has begun to interfere with actual instructional minutes. 

If Mr. Gatto was fulfilling his constitutional obligation to provide a basic education for EVERY K-12 student (even the wealthy ones) there would not be any money for all the wasteful things that these out of touch legislators want to do. 

They should all be fired.]]></description>
