					<description><![CDATA[While there is no shortage of bills pending in the Legislature, all of them fall well short of the comprehensive statewide regulations that are needed ... if only so that they truly apply statewide.

Unfortunately, AB 266 and other bills would institutionalize the chaotic and confusing mess of local regulations, up to and including the total bans on dispensaries and cultivation passed by Fresno and Fresno County. The state Capitol has been hot-boxed with this stony ideal of &quot;robust local control,&quot; but it&#039;s a total pipe dream as the past 20 years have amply proven. 

Repeat after me: &quot;The enactment and enforcement of consistent statewide cannabis regulations is not a &#039;municipal affair,&#039; as that term is used in the California Constitution, but instead is a matter of statewide concern.&quot; It&#039;s a simple but powerful concept that applies to alcohol sales, vehicle licensing and even solar panel installations. Local governments may SAY they want better guidance from the state, but their actions SHOW they want the ability to fully opt out of current and future state cannabis regs. Our best hope to enact truly statewide regulations comes in 2016, both for medical and adult-use cannabis, since the Legislature has repeatedly shown it&#039;s simply not up to the task.]]></description>

					<description><![CDATA[There needs to be serious regulation of the use of legal marijuana.  Do you want your doctor or teacher stoned?  How about the semi truck driver or bus driver?  This is a mind altering drug that should never be considered safe.  Children and adults have been hospitalized in Colorado for eating pot based brownies.  Serious accidents on the roads have been caused by buzzed drivers.  People are acting like this would be such a wonderful thing, but it allows others who are not responsible a free reign to seriously hurt the pubic.  Plus it is a proven fact that it leads to more dangerous drug use.  It is another stupid law that will destroy the minds and ambitions of our children.]]></description>
