There are some broad connections being drawn here between Assembly Bill 1463 and "toilet to tap" that just aren't the case. This bill aims to set up appropriate legislation and regulation for onsite water recycling for non-drinking uses. It considers end uses like toilet flushing and landscape irrigation.

There are many ways to save significant amounts of water that don't involve drinking treated sewage.

Pouring pristine water from the Sierras on the lawn, or flushing it down the toilet is simply irresponsible when there are onsite solutions available. 1463 will smooth adoption of these water recycling options.

This perspective is unnecessarily negative. Only 13% of Californians would not use recycled water – that is a very small number! I have never understood why people who think that "natural" water that flows down from the mountains is so pure when it runs over dead animals, is contaminated by people, factories, dumping before it goes through the same kind of treatment processes to deliver us potable water. If this terrible drought persists, we will all have to modify our thinking about the sources of our water and focus instead on the quality of what comes out the faucet.
