It appears to be an optics thing. 

It&#039;s not just what goes into the bottle that matters. 
According to Coca-Cola representative Dora Wong, Coca-Cola bottling plants, which produce Dasani, use 1.63 liters of water for every liter of beverage produced in California, 

And it&#039;s not just bottled water that &quot;uses&quot; water:  &quot;In order to satisfy the American market alone for toilet paper each year toilet paper manufacturers must use 473,587,500,000 gallons of water on an annual basis.&quot; 

If California has &quot;twelve percent of the nation&#039;s population and uses twelve percent of the nation&#039;s toilet paper, that&#039;s 57 billion gallons of water.......for toilet paper. 

Lloyd Alter of the website treehugger.com reports that making a single roll of toilet paper requires 37 gallons of water.....for toilet paper. 

Where&#039;s the outrage over that?

Would it come out of greedy bottling company profits, or be a &quot;pass through&quot; cost tacked on to the price for the consumer?  How much pollution would this needless shipping create? How many CA jobs would be lost?
