Giving up 25% of your legally held water rights only shows that you can be rolled at will.
In the end all this gesture achieved was to encourage the b–tards.
They will never be satisfied until the ultimate goal of controlling all water is attained by the state. Then the state might ‘sell’ you some of your formerly owned water to farm your ground.

The smart play would have been to sell some of water to the state at a discounted price to show farmers can be reasonable in times of severe drought.
The lesson here is never make a deal with the devil (or gangster government) or you’ll soon be feeling the fires of hell.
