Giving up 25% of your legally held water rights only shows that you can be rolled at will. 
In the end all this gesture achieved was to encourage the b--tards.
They will never be satisfied until the ultimate goal of controlling all water is attained by the state. Then the state might &#039;sell&#039; you some of your formerly owned water to farm your ground.

The smart play would have been to sell some of water to the state at a discounted price to show farmers can be reasonable in times of severe drought.
The lesson here is never make a deal with the devil (or gangster government) or you&#039;ll soon be feeling the fires of hell.]]></description>
