“California’s ranking again improved slightly to be the 11th highest unemployment rate among the states.”

Actually, according to the BLS, CA is in a 3-way tie for the EIGHTH worst unemployment rate.

How on earth does this outfit conclude that CA as the 11th worst unemployment rate? Isn’t the BLS report the “gold standard” for comparing unemployment between states?
