					<description><![CDATA[I have been saying, for years now, that Medi-Cal should require small co-payments for appointments, small co-pays for prescriptions and a bit larger co-payments to visit the emergency room.  The emergency room is just that...for emergencies.  Unfortunately, folks who &quot;think&quot; it is free run to the E.R. for hang nails or stomach aches.  That kind of nonsense costs all of us.

As far as folks missing their appointments without calling...etc...should be charged a fee like the rest of us.  If they happen not to pay or refuse to pay the fees, then shut-down their coverage altogether.  If they can not appreciate what they have, then they should not have it.

Requiring co-payments is a HUGE step in the right direction to encourage financial solvency to Medi-Cal.  In addition, clueless folks out there who take total advantage of their coverage now would think twice if they had to part with a little of their &quot;own&quot; money.

By the way, all the savings that this would generate for Medi-Cal, use these savings to, once again, adequately and fully reimburse medical providers for their services.]]></description>
