Once a property changes hands it is reassessed for tax purposes at the current market value.  Such rule works for residential owners, but many business owners, especially large corporations, have a loophole whereby they are able to bypass the upgrade in tax assessment by keeping the name of at least one former owner on the deed.  The idea of a split-roll tax is not to treat the two owner-categories separately--it is to make both follow the original intent of Prop. 13.]]></description>

Take note that there was no third option where the poll respondents could vote to leave Prop 13 as is with no new taxes.  We have the 3rd highest taxes in the country. So, my response to the author&#039;s reference to &quot;...paying our fair share&quot; is, if they really wanted us to pay our FAIR share the would LOWER our current tax rates.
