Ever since Jerry Brown was elected in 1976 and changed the name of the Dept of Highways to the Dept of Transportation he and every other Governor since has taken the gas tax money and used it any way they have wanted to. It is time to stop this practice and put the gas tax money where it belongs. There are more than enough vehicles that travel interstate that pay a large share of the tax so don’t say we aren’t earning enough. I worked for the Dept of Highways from 1974 to 1977 and for Caltrans until 1997, I was a contract negotiator and was one of the people to establish the 72 hr Safety Grievance.
