					<description><![CDATA[If regulators had not been making it so difficult to build reservoirs, especially small $50,000 to $200,000 reservoirs, on private property a lot more ag users would have their own water.

The amount of water it takes just to grade the land is astounding. Add on the amount of usage that will increase and it makes you wonder! Hey how about conserve our land first. And that should be ABSOLUTELY ILLEGAL, They should be required to DOWNSIZE or CUT SALARIES, just like EVERY OTHER BUSINESS has to do in order to survive economic downturns. We the People should be demanding it, why aren&#039;t people in the streets with pitchforks and rope?? 

Remember folks, og the 100% of the water we collect in various reservoirs,rivers,dams...

50% goes in to the ocean to save a Non-Native species called the DELTA SMELT and another 500 COHO Salmon.

40% is used by Agriculture

10 % is what ALL Business,Governments, and PEOPLE USE

a 25% reduction in the water PEOPLE USE is only 2.5% of the Big Picture, clearly within the &quot;Margin of Error&quot;.
