1) because in their narrow and selfish view, infrastructure that makes life easier or more affordable, will lead to more crowding. Same with reservoirs, roads, any of it.

2) statist politicians are dependent on crises to help them wrest power from their constituents. And their lefty supporters know this. So anything that could possibly reduce the severity of the drought crisis, will be opposed by statists.

This is nothing new. Modern Water, Triton and GE sell containerized desalination package plants already. These plants use RO or forward osmosis, and can be configured for everything from seawater to brackish to treated wastewater effluent for indirect potable reuse.
