The CSTRS pension bailout will more than double the amount of money local governments have to pay to CSTRS to meet unfunded liabilities. Nearly 20% of salary expenses will go directly to the retirement system. So on paper, “school funding” will increase by more than 10% to pay pensions but not a dime will end up in the classroom.
