I just want to add that the government is clueless on hacking. They try and hire all these IT certified professionals with the CISSP or security+ certificates, but these people and their certs are rubbish.

They should focus on hiring talented hackers who actually know what they are doing. Certifications mean nothing compared to actual knowledge and experience.
