If there are suspected law breakers with respect to water code then they should be on the hotplate too. Turn&#039;em in. If Bur. of Land Mgmt pulls any stunts like this, guaranteed, they&#039;ll get bagged too! 

&#039;In June 2014, Caltrans Director Malcolm Dougherty sent a memo to Brian Kelly, the secretary of the California State Transportation Agency, stating that Caltrans now agreed with Sacramento County about following local procedures.

Dougherty admitted to Kelly that the lack of documentation, combined with an “ill-defined business process means Caltrans cannot represent that we have adequately protected groundwater during our drilling operations as required” by state law.&#039;

					<description><![CDATA[The whole problem is summarized in the beginning of this appalling story: Caltrans was allowed by authorized agencies to police themselves.
This should not be a discretionary decision when it comes to the health and safety of the people (if it is even just potentially damaging to the environment, that means it is also potentially damaging to the people).
That some of the problems this caused were the result of a desire on the part of Caltrans officials to avoid to avoid additional costs to public works projects does not justify a decision to violate the laws of the land.
And this is the agency that is going to build us a high-speed railroad from the Bay Area across at least one major earthquake fault and through an unstable mountain range.
If this wasn&#039;t really happening I&#039;d think it was a farce.]]></description>
