					<description><![CDATA[&quot;Local Control&quot; according to CDC and the Capistrano Unified School District means that Districts are no longer required to follow minimum State Content Standards and Curriculum frameworks... they are a recommendation- according to CDC subject content and instructional time are now left to the discretion of the individual classroom teacher- I filed a complaint with the District because I found out that my child did not receive the full Algebra I curriculum (3 chapters short) If I hadn&#039;t of had her take a math placement test to go to private school we would never have known until she went to take her college boards and was unable to get a high enough score to get into a selective 4-year university. The State funding law limits per pupil funding to 2007-08 levels + inflation by 2021. The State did a 2006 study and knew that in 2007-08 CA could not educate a student for less than $9,000 per pupil. By setting the base funding grant at $6,500 the Governor intentionally underfunded every District that had a low percentage of students that were ELL, receiving free and reduced lunch and /or are in Foster Care.
