The State funding law limits per pupil funding to 2007-08 levels + inflation by 2021. The State did a 2006 study and knew that in 2007-08 CA could not educate a student for less than $9,000 per pupil. By setting the base funding grant at $6,500 the Governor intentionally underfunded every District that had a low percentage of students that were ELL, receiving free and reduced lunch and /or are in Foster Care.
