They have a budget and try to work within it. Why woud not the taxpayers pay for all the extra costs? It’s a taxpayer issue.

Maybe we need a volunteer Citizens Watchdog Commission to keep track of everything the hapless staff at Caltrans and other State agencies are doing. Made up of representatives of every special interest group on all sides of every issue so they can keep each other in line as they poke their noses into the People’s Business.
I don’t know.
Why do public agencies think they can get away with all this stuff?
