What a joke. Has anyone tracked the wattage consumed for computers over time? (It fell 15% between 2010 and 2013 and monitor power consumption fell 40%.) Has anyone tracked the number of computers sold each year? It started to decline with first iPhone and went into sharp decline ever since the first iPad came out. Desktops are becoming rare, laptops are becoming thinner and lighter with solid state drives and can run on batteries for 8 hours at a time. Those batteries by the way are also smaller and thinner and don't contain many more amp-hours per pound than before, everything else in the computer just got more efficient. And most people I know shut their computer down when not in use for the sake of security.
There is a more in depth discussion at this site, http://www.govtech.com/fs/California-Poised-to-Set-Energy-Efficiency-Regulations-for-Computers.html. A representative ot the Consumer Technology Association aptly described this as "regulation through the rear view mirror".
